Well, that sucks! Do you think it's a painting issue or a shipping issue? Or shipping without sufficient drying? I would think painting, but that's a guess without actually seeing it in person.

That's really horrible!! What was the price difference from buying the bumper painted vs buying the bumper and having it locally painted? Was there a large saving or is it just a convience thing?

Oh man that sucks. Lately it seems like no one has had any luck with their cars. Mdwstang with the oil level issue and now the paint. What's next?
That is a paint problem, the paint delamination to the sub-straight is common when you have a poor or weak chemical bond between the part and paint/primer. This normally is when the bumper is painted but not prepped with any adhesion promoter or even no flex additive and the bumper is twisted or pinched. Common. Happens all the time.
