Conversations are stating to resurface on this subject now that 2012 has arrived.
Boston.com article from March 27, 2011 reads:
CONCORD, N.H.—New Hampshire's House has voted to require vehicle inspections every two years, instead of annually.
The House voted 234-101 Thursday to change the safety inspection law.
Supporters say it will save people money. They said 30 states don't have inspections.
Opponents countered that the inspections find mechanical problems that pose safety hazards on the road. They said inspecting cars every two years could lead to more breakdowns, more expensive repairs and more accidents.
The bill goes to the Senate.

NHADA - The "New Hampshire Automobile Dealers Association" drafted this in March of 2011:
Annual Safety Inspection Law At Risk!
The House of Representatives will vote next week
to move safety inspections from yearly to every two years.
The Transportation Committee of the NH House of Representatives recently held a public hearing on a bill (HB 540) to change New Hampshire's motor vehicle safety inspection law. The bill will require safety inspections every other year.
Attending the hearing was the sponsor of the bill, Rep. Keith Murphy (R-Bedford), and supporters for ending the program, and many more who oppose the bill, including the NHADA; the NH Department of Safety and Division of Motor Vehicles; as well as NHADA Director Mike Cooney and Shop Foremen Jody McCormack of Concord Motorsport; Don Jost representing Banks Chevrolet; **** Horan of Precision Imports, a director on the association's affiliate New Hampshire Automotive Education Foundation; and Dave Dupont of Dupont’s Service Center.
The House Transportation Committee later voted the bill "Inexpedient To Legislate" (ITL), recommending to kill the bill by a vote of 13-1.
Even though the committee voted the bill down, the bill's supporters will fight for it next week on the floor of the full House. The bill is expected to receive heavy debate.
We need your help! Calls and emails to your Representatives are vital to keeping the program intact. Have your service managers call on the importance of the program as well.
Please reach out to your local Representative; let them know that annual safety inspections are a public safety issue. They keep New Hampshire roadways safe for all citizens. Ask them to vote ITL (to "kill") on HB 540.
You can find your Representative's contact information using NHADA's "Who's My Legislator?" feature at www.nhada.com/whosmylegislator.cfm.
This bill certainly will have an impact on your business, but, most importantly, it will impact public safety and New Hampshire citizens! The bill will change the requirement for safety inspections to be conducted from every year to every other year instead. Use this information to call and email your Representative(s).Remember, these elected officials are your Representatives. We need your help! Your outreach is critical! We urge you to call all of your Representatives in an effort to keep safety inspections every year and keep New Hampshire citizens and our roadways safe.
- New Hampshire citizens will still have to conduct emissions testing annually. That is an arrangement between the federal EPA and NH Dept. of Environmental Services.
If you have any further questions about this legislation, please contact one of us at 800-852-3372 or by email at pmcnamara@nhada.com or dbennett@nhada.com.
Sincerely, Peter J. McNamara, Esq.

So, the antique cars are already every two, so will that change too?
Max GOT a trophy
so in a state where insurance is optional....they are now relaxing the laws on keeping your car maintained? Sounds like nothing but long term trouble to me

Couldn't agree more.
The only downside is the 50% cut in inspection revenue for local garages......
I don't usually argue with Bruce, BUT, I really do not believe that the inspection process makes much difference in our safety regarding people that don't pay attention/maintain their vehicles. If someone can't feel the front end falling out of their car(ball joints tie rod ends etc) or thinks that screaming/squealing brakes are 'ok' to drive around on, the annual inspection process does nothing for months while given part can fail.
I would argue that road condition and maintenance would have a far greater effect on safety than an increased inspection interval.

I would agree with this in the South but with the amount of salt on our roads in the winter we have many issues that happen because of it. Ive seen 5 yr old cars with rotted brake lines or leaking gas lines and thats not something you feel until sometimes its too late. What are the plans for the emissions test? I havent heard about that at all.
